9. Randy Orton
We haven't heard from Randy Orton since Seth Rollins curb stomped him out of activity back in November. The reality is that Orton is off filming a movie, the kayfabe part of it is that he is selling that injury to his head thanks to Seth Rollins. He was set to return recently, but ended up having surgery to correct a deviated septum. That recovery time sets up perfect for his ultimate return to be in the Royal Rumble match. There could be some debate back and forth as to if Orton is truly a "surprise", but considering we haven't seen him in a while, it qualifies. It also makes sense for him to be in the Rumble to try to regain his standing as the top guy in the company without the help of The Authority. Outside of running interference to stop Seth Rollins in the WWE World Heavyweight Championship match, the best way for Orton to get back at The Authority is to eliminate any and all members of them in the Rumble match itself.
