This one's been a problem ever since King of the Ring 1998, when Mankind took that infamous plunge from the top of the Cell. From that moment on, there was no way it could be topped in terms of excitement, shock, or memorability - and the more Hell in a Cell matches that take place since, the further the stipulation gets from that unfathomable high. Again, the limitations imposed by the PG era are a major factor.
