9. It Set An Impossibly High Bar Early And Nothing Could Live Up To It

This one's been a problem ever since King of the Ring 1998, when Mankind took that infamous plunge from the top of the Cell. From that moment on, there was no way it could be topped in terms of excitement, shock, or memorability - and the more Hell in a Cell matches that take place since, the further the stipulation gets from that unfathomable high. Again, the limitations imposed by the PG era are a major factor. Dean Ambrose and Seth Rollins attempted to remedy this with a nice double-bump announce table spot in their 2014 clash, but that aside, there's been very little to write home about in terms of genuine "holy s***" moments.
