9. The Momentum Going In

Reigns has been on fire recently, having finally gotten over as a main event star. It would be wrong for WWE to shut him down so soon, especially as babyface heroes are all about overcoming the odds. Yes, Hunter winning the Rumble does make sense, as that extends the Reigns/Authority storyline, but that's also a risk at this stage. Reigns as a loser and then drawing the story out for months could kill his momentum dead. The safest bet is to leave the title on him. Right now, WWE are in the position they always wanted, Reigns as champion and receiving lots of cheers. Why would they work so hard to get there, only to then take the belt off him and give someone else that huge Rumble win? The momentum is with Reigns and it is doubtful that WWE would change that.
