5. The Creative Department Aren't Delivering

While it'd be too simplistic to suggest that WWE's creative department are entirely to blame for the decline, it's unquestionable that they're one of the biggest contributors. It's their job, after all, to create a product that compels fans to part with their hard-earned money, and WWE programming is rife with bad ideas at the moment.
Jason Jordan's babyface run, the never-ending Bray Wyatt/Finn Balor feud, and Enzo Amore's obnoxious cruiserweight push are dragging Raw down. On SmackDown, there's Jinder Mahal's rampant jingoism and the drudgery of his rivalry with Shinsuke Nakamura, Dolph Ziggler's tedious new parody gimmick, and the women's division's dilution into nothing more than a revolving door of character-less multi-person feuds.
The writers can't please everyone at once, but WWE's creative stagnation has persisted for years, and there's no hope of it changing without competition. The company know they can get away with doing whatever they want, because nobody's ever going to challenge their market position again, even though it's having a clear negative impact on their fans' enthusiasm.
A strong product creates buzz, generates excitement, and sells tickets, and WWE's inability to meet their fans' needs is killing them at the moment.
