For all the criticism levelled at WWE booking, they can often be relied upon to order their PPVs in a sensible, logical manner. However, SummerSlam didn't exactly follow this trend, and was structured in an unflattering manner. The opening Orton vs Sheamus bout was fine, if underwhelming, but took a spot which could have perhaps belonged to a more high-octane match - such as Cesaro vs Owens or the tag team championship contest. It's obviously hard to predict which matches will be received the best before the actual event has taken place, but the booking team could have at least looked at matches likely to feature high spots or a lot of crowd interaction, and placed one of these at the start of the show. Speaking of Cesaro and Owens, they were curiously placed in the traditional "dead spot" before the main event, and suffered from a burnt-out crowd after the lengthy WWE Championship match and an uninspiring divas bout.
