Razor Ramon was one of the most legendary Intercontinental Champions of the 1990s, and to this day, many consider him one of the greatest IC champs never to get his hands on the WWE World Championship. Still, for a period of a few years, he made the title his own.
During a tour of Canada, Ramon would stun a Montreal audience when he captured the belt from Jeff Jarrett in a ladder match. Not only did this mark his record-setting third reign with the championship, but it took place at a house show! By then (May 19, 1995), fans had already been conditioned not to expect much to happen when the cameras weren't rolling, but Ramon pulled off a stunner.
Unfortunately, what was good for the goose was good for the gander. Two days later at another house show in Trois-Rivières, Quebec, Jarrett became the second man to rack up three reigns as Intercontinental Champion. He beat Ramon at another non-televised event, leaving many fans unaware that anything had happened at all.
