4. Dolph Ziggler

Dolph Ziggler is currently a prominent member of the WWE roster - some would argue that he's one of the most featured players in the company. Still, it's hard to have watched his career in WWE progress and wonder why the hell he's not a multiple-time WWE Champion. The man's performances have been uniformly excellent, he's among the most popular wrestlers in the world, and he's been responsible for some of the most dramatic moments in recent WWE memory. Still, something unseen is holding him back.

It may be foolish to compare wrestlers to one another, but there's been nobody who smacks more of being the current era's Shawn Michaels than Dolph - he's ultra-athletic, he works his hardest, and he has no problem getting the fans behind him. At this point, it's likely the company has decided he'll never be a major player. If so, it's their loss just as much as Dolph's.
