4. The Undertaker

Similarly to Shawn Michaels, The Undertaker is one of WWE's all time greats. But was he ever a great champion? No. He first held the belt for six days in 1991, which did help to make him a star. He also had brief runs in 1999 and 2002, which were again more transition than an actual attempt on impacting business. The only year he really did get trusted as the number one guy in the Championship role was in 1997, and that was mostly down to Shawn Michaels' issues ruling him out in the first half of that year. Taker won the belt in the main event of WrestleMania 13, defeating Sycho Sid in March 1997. He then had a forgettable run to SummerSlam, where Bret Hart dethroned him. It is unknown why Vince McMahon was reluctant to truly get behind The Undertaker as a champion, but it was possibly due to his susceptibility to injuries. There were World Titles in the 2000's, but it has never been as if Taker was the number one guy in the same way a Steve Austin or John Cena was. His legacy is ultimately down to a very different title, the undefeated WrestleMania streak. That was one of the hottest pieces of WWE business ever, while it lasted, meaning way more than the title at key events like WrestleMania 25 and 26.
