WWE didn't need to book the traditionally wild post-WrestleMania episode of Raw they would've had the show taken place in front of fans. That might give them the confidence to move on from a 'night after' formula that has become exciting-but-restrictive in the modern era.

Has the circus left town for good here? Perhaps.

Obviously, there's a chance the company will return to their established way of doing things next year if it suits. However, Vince McMahon's micromanagement leanings would probably prefer that WWE fans do things his way rather than seizing control of the product and trolling the living sh*t out of it 24 hours after the biggest event of the year.

This, forced by the currently health climate or not, appeared to be a power play by WWE. They made a concerted effort to do things on their terms, and resisted the temptation to overload Raw with internet-pleasing pops and carnival-like silliness.
