Yes, it was Siegel who acted as a tie-breaker when it came to deciding whether or not to go with Russo's pay-per-view plan or Eric's/Hulk's. He chose the latter, which is hardly surprising, but then things played out Russo's way anyway. Seriously, did anybody have any sort of final say in WCW?!

The fact the wrestling division had to reach out and ask somebody higher up the food chain (who wasn't involved in day-to-day creative) what to do says more about WCW's state of play than most would care to admit. What an outrageous mess the promotion was!
