Vince was under a ton of pressure when D-Generation X began running riot. Due to their antics, the USA Network scolded the WWF several times about bad language, sexual content and other themes that weren't deemed suitable for prime time viewing on the channel. The letters started stacking up, and McMahon wanted to know what DX were going to do about it.

In an ingenious move, they decided to use USA's own wording to draw ratings.

Triple H told Loudwire that he, Shawn Michaels and Chyna agreed that reading some of the language USA had included in their angry letters verbatim would make for a funny skit. That inspired the 'State Of The Union' address from the group, and it was so well-done that even USA had to applaud.

They contacted the WWF and said the segments had pulled big numbers. That pretty much told the company, Vince and D-Generation X that they could get away with pushing the envelope a bit more.
