3. Hornswoggle Is The Anonymous Raw General Manager

For over a year, Raw was run by the infamous "Anonymous General Manager" - a presence on the show who would deliver edicts via laptop computer on a ringside podium. Michael Cole would read the messages out to the audience and the superstars, making him even more of an annoying heel in the process.

It's possible that, when the storyline was first conceived, someone in WWE had some great payoff that would have wrapped everything up in a convincing fashion (though that would run contrary to the word of former writer Kevin Eck).

At some point, though, it became clear that either that plan fell apart - or there was never any direction to begin with. WWE just kept using the Anonymous GM as something of a Deus ex Machina, annoying fans in the process.

The storyline finally fizzled out, but a year later, it was brought back out of nowhere. The Anonymous GM started tweeting or texting or whatever it was he did, and somehow, it was traced to under the ring, where Hornswoggle was uncovered typing on a computer. There was no reason to bring this unsatisfying storyline out of mothballs, but WWE just wanted to deliver a stupid surprise.
