9. Give The Lucha Dragons A Cruiserweight Division
WWE could do a whole lot worse than building an entire Cruiserweight division around Sin Cara and Kalisto. Both men have shown themselves to be tremendous high-flyers, and shine as a tag-team whenever they appear on screen. However, if recent reports coming out of the company are to be believed, Vince McMahon isn't keen on The Lucha Dragons. This explains why they haven't really been featured recently. No wrestling promotion on the planet should have an excuse for not using such talented individuals, so if McMahon doesn't like them as a team there are plenty other ways to use them. One idea would be a new Cruiserweight division, actually pitting the tandem against one another. Imagine a tournament being held for a new WWE Cruiserweight Title, with the final coming down to Sin Cara vs. Kalisto. The division could even start out on NXT, because if it shines there and becomes popular, there's every chance it'll end on the main programming too. WWE seem to see 'Cruiserweight' as a dirty word, but there would be interest in seeing another dynamic on shows.
