2. Jack Swagger

Unlike a number of the aforementioned stars on this list, Jack Swagger was in the good graces of WWE officials from the get-go. He was brought in as part of the ECW brand in September 2008 and embarked on an undefeated streak in singles competition, quickly capturing the ECW Championship. But a match with Finlay at the 2009 No Way Out event that didn't go over too well with the live crowd (or those in the back) all but killed his push, which would explain why he was left off the WrestleMania 25 card and dropped the title one month later to Christian. He was moved to the Raw brand a short time later, but was branded as a midcard competitor from the moment he arrived on the flagship show. The All-American American did next to nothing of note for the remainder of the year before randomly winning the Money in the Bank briefcase and eventually the World Heavyweight Championship in the spring of 2010. It might have been management's way of proving to their critics that they could create a new star, but it was never apparent they were fully invested in having Swagger fulfill his full potential. Along with The Great Khali (who they only put the strap on to appease the Indian market), Swagger is widely considered to be one of the worst World Heavyweight champions of all-time. From Big Show to Kofi Kingston to John Morrison to Randy Orton, he lost to just about everyone he stepped in the ring with. And once his reign came to end at the hands of Rey Mysterio, he was never again looked at as a serious threat to the prestigious prize. If Swagger was a world champion but no one remembers, did it really happen?
