The sole selection from the early days of the Hell in a Cell concept wasn't as egregious as others on this list, especially since the match itself was so great, but the finish is still stupendously stupid over two decades later.

Mankind vs. Kane from the 24 August 1998 edition of Raw is often overlooked due to Mankind's historic Hell in a Cell clash with The Undertaker taking place two months earlier at King of the Ring. However, it was every bit as heated as that encounter and saw the two unhinged monsters beat the living daylights out of each other.

Everything was going was going so smoothly until 'Stone Cold' Steve Austin arrived from underneath the ring and went straight after Kane, resulting in the referee calling for the bell and throwing the match out... even though there aren't any disqualifications inside Hell in a Cell.

The brawl that ensured afterward was fine, but it was a shame that the matchup had to end on such a sour note.

You can make the argument that the Hell in a Cell tag team match pitting Austin and 'Taker against Mankind and Kane from the June 15 Raw that year also belongs on the list because that too had an odd ending, but at least that was more memorable.
