Somewhat remarkably, former ECW favourite Shane Douglas is the only man on this list that didn't pose for a promotional photograph upon becoming WWF/WWE Intercontinental Champion. Maybe that's a good thing, because the Dean Douglas guise he played in 1995 is one he likely wishes to forget.

Only bagging the belt by forfeit at In Your House 4 in October, '95, the smug college professor then lost a quick fire match to Razor Ramon on the exact same pay-per-view; Michaels had been 'forced' to hand the title over to Dean because he wasn't medically cleared to compete, but the heel's happiness counted for nothing when Razor pinned him almost immediately.

In total, the Intercontinental Title reign of Dean Douglas lasted for around 11 minutes. Length isn't always a sign of quality, but this was ridiculously short and furthered the idea that Shane Douglas was better off away from the WWF and back plying his trade for Paul Heyman's renegade ECW organisation.

Undoubtedly, Douglas is the worst Intercontinental Champion in history.
