Tag-teams didn't fare much better one year prior either.

Again, the WWF used the same number one contendership idea in WrestleMania's opening match, and it just didn't work, partly because neither The New Blackjacks or the team of Phil LaFon and Doug Furnas were over with fans. That's half of the field, and The Godwinns hardly helped things.

The Headbangers, new to the roster at the time, were perhaps the only interesting thing about the match, but not even their freshness could save it. A mere five minutes into things, fans around ringside seemed bored and eager to see what was next on the card; they might have felt differently had they known Rocky Maivia vs. The Sultan was incoming.

JBL with a dodgy moustache, some pig farmers, a few skirt/kilt-wearing goths and some solid pro wrestlers who, for whatever reason, never clicked with the WWF's audience. And all to set up a Raw match. That was your lot during 'Mania 13's opener. Thrilling.
