7. Solomon Crowe

Going by Solomon Crowe in NXT, independent performer Sami Callahan seemed to be working with an intriguing enough hacker gimmick, but it ultimately failed to secure him any significant television time. Though he wrestled a handful of NXT live events, the veteran of CZW, PWG, and now Lucha Underground never quite managed to secure the faith of the WWE officials in Orlando.

Crowe had the talent and the charisma, but he saw no obvious route to success in Triple H's system, ultimately deciding to return to the independents in late 2015. What we must remember however, is that 2015 was the year of NXT. Kevin Owens, Sami Zayn, Hideo Itami, and Finn Bálor were all raising the bar and changing wrestling fans' understanding of the term 'developmental'. Had Crowe stuck it out in this competitive era, he would likely have found room opening up in 2016 when most of the brand's top stars were moving on. His talent alone would certainly have propelled him into the NXT Championship picture eventually.
