Samoa Joe's WWE tenure may have been a relatively short one compared to some of the names on this list, but the world title doesn't need to go to people who have been with the company for a long time. Sometimes, a wrestler feels so legitimately like a top star that giving them the belt feels inevitable.

For some reason, they just never pulled the trigger on Joe.

Unparalleled on the mic, with still enough in the tank to comfortably work an exciting WWE match, Joe oozed with menace whether face or heel, and the fans were behind him every time he walked out. In the last few years, who has ever felt like such a threat to Lesnar as Joe did in the build-up to Great Balls of Fire?

During AJ Style's stagnant year-long title reign, Joe certainly should have taken the belt from him instead of stalking Wendy and reading bedtime stories, despite how terrifying he was at it. Three NXT Title reigns he may have had, but Joe really should have taken the top belt.
