Possibly because "Anywhere He Darn Well Pleases" is a place nobody else is from so people in that "place" must behave differently than others. There was actually a variation of it too. They said "Anywhere He Darn Well Pleases" and also "Wherever He Damn Well Pleases" probably because it was so bizarre that they didn't really care what one they used. It didn't matter. If you're wondering, Sid was billed from West Memphis, Arkansas for most of his career.
