Bill Watts was a no-nonsense promoter, sometimes to his own detriment. The gruff 'Cowboy' butted heads with wrestlers during stints in charge of territories like Mid-South and groups like his UWF. Later, Watts failed to endear himself to rosters in WCW and the WWF due to his old-fashioned and strict management methods.
According to an old Jim Duggan shoot (it was on YouTube but has since disappeared), Paul Orndorff felt the wrath of one very specific 'Cowboy' rule during the territory days. 'Mr. Wonderful' was supposedly given his marching orders for daring to lose a fight with some punters in a bar after the matches.
That was not allowed under Watts' rule.
Duggan claims the fight took place in Arkadelphia, Arkansas. Orndorff found himself outnumbered by a group of gents, and ended up taking a kicking for his troubles. That didn't sit well with Bill, because it made the wrestlers look weak, so Paul was fired on the spot.
