Stand out amateur wrestler Jack Swagger received two big pushes during his core WWE run - one in 2010 and one in 2013. Neither one panned out or convinced the fanbase that Mr. 'All-American American' was worthy of the attention. His matches were fine, but he lacked the charisma that screamed top-tier superstar.

So, WWE gave up. Twice.

Swagger is a game changer on this list - he begins a string of workers Vince McMahon tried to turn into a major player more than once. As the boss man would find out though, nothing had changed since the first attempt. Big Jack looked the part, and yet he couldn't live up to the billing as World Heavyweight Champ.

His pushes went up and down until Swagger finally left in 2017 to pursue his MMA career and then show up as a bodyguard for Chris Jericho in AEW. That, rather sadly given his God-given attributes, has been the best role for him, and it's obvious now that Jack never belonged at the top of WWE's tree.
