Right before WCW's Spring Stampede 2000, Eric Bischoff and Vince Russo joined forces to push the reset button, strip all titles and kick off a feud between the 'New Blood' (younger, previously overlooked talent) and the 'Millionaire's Club' (better-established headliners who had been on top for years). It was an exciting, if a little messy, time.

Not to worry, because Russo had a master plan. Brace yourselves.

One of Vince's big ideas was to reveal that Lance Storm was actually Eric Bischoff's son. Bisch told this story on the most recent episode of his '83 Weeks' podcast, and said that Russo was deadly serious. At the time, Eric didn't understand the logic in booking such a story, and he's still glad it never happened.

Bischoff was born in 1955 and Storm in 1969, which means Eric would have been 14 years old when Lance was conceived. That, apparently, didn't bother Russo. To him, the important thing was that everyone on the roster had some sort of backstory they could use in angles and promos.
