Who Actually Created It: Russo gets a bad rap for some of the wacky ideas he came up with during his short-ish stay in WCW, but he doesn't deserve the blame for Seven. That's something Dustin Rhodes has since admitted on Twitter was all his. He was the one who wanted to follow-up on Goldust by shocking the world again

Vinnie Ru didn't actually like it.

Rhodes claims that Russo did his best to squash the character and turn Dustin onto something else. That's why he ditched the Uncle Fester-like face paint and became 'The American Nightmare' instead. Seven had raised concerns in Ted Turner's offices anyway, with Standards and Practices worried the gimmick might be misinterpreted as a child abductor thanks to some badly conceived vignettes.
