Either there's a Shield reunion in the works (it's bound to happen sometime) or WWE just have nothing else left to do for Seth Rollins and Dean Ambrose on Raw. Ambrose turning heel on his former running buddy as revenge for Seth's 2014 betrayal is a possibility, but WWE shouldn't do that before giving them a short run together.

Rollins and Ambrose are best-served in the Raw tag division for the next few months. Sheamus and Cesaro are currently doing the old 'we want competition' angle anyway, so a team like Seth and Dean just works from a logic standpoint. If nothing else, beating the ex-Shield members makes the reigning tag champs look unbeatable.

This could parlay into Ambrose stabbing Rollins in the back at a crucial moment too, and that's surely the end game. A story like this one is the kind WWE can spin out until the end of the year, perhaps booking Ambrose and Rollins against Sheamus and Cesaro at SummerSlam or No Mercy in September.
