10 WWE Legends Who Should Have Won The Royal Rumble But Never Did
10. Mick Foley
Remember the 1999 Royal Rumble? No? You're still trying to forget it, are you? 1999 was the year that Vince McMahon won the Royal Rumble, by last eliminating Steve Austin. Ah, the Attitude Era. It probably seemed like a good idea at the time and it kind of made sense, with Vince placing a large bounty on Austin's head and then needing a distraction from The Rock to get the job done when nobody else could. Of course Austin ended up in the 'Mania main event against The Rock so it was a pointless Rumble win. Who refereed that WrestleMania main event, you ask? Mrs. Foley's baby boy. Foley could have done a lot more than refereed the main event and, in fact, he probably should have been in it. No wrestler had sacrificed as much as Mick Foley had in the years prior and a shot in the WrestleMania main event would have been just reward. Foley, as Mankind, had a traumatic 1999 Rumble with his last man standing match against The Rock for the WWF title. He took way too many unprotected chair shots to the head, painfully documented in the film Beyond The Mat. Foley would have been a worthy Rumble winner, had the WWF chose to forego the gimmickry of Mr. McMahon's win.
