9. Mr. Perfect
Throughout the late '80s, the Intercontinental Championship got a reputation as the "workers' title".
Some of the most talented stars in the industry - men like Randy Savage, Ricky Steamboat, and Tito Santana - held and battled for the belt, often leading to the best matches on any given show.
Things took a turn for the worse when The Honky Tonk Man won the title, but his old-school heat-drawing approach to wrestling still lead to some good matches.
That went out the window when he lost the title to The Ultimate Warrior, though - an extremely limited worker, Warrior had to rely on squash matches to get over, and even though he lost the title to Rick Rude at WrestleMania V, he reclaimed it at SummerSlam.
Finally, when Warrior won the WWE Championship, he was stripped of the Intercontinental Title. Mr. Perfect defeated Tito Santana in a tournament final to win the belt, and even though his long reign was briefly interrupted by The Texas Tornado, Perfect was able to restore prestige to the title.
When he lost it to Bret Hart in a classic at SummerSlam 1991, it was the "workers' belt" once again.
