7. Billy Gunn

Much like how Shawn Michaels got bigger than Marty Jannetty, or how Bret Hart got bigger than Jim Neidhart, a lot of people speculated that Billy Gunn was going to be the one (no pun intended) to stand out and move on to a bigger and better solo career. Yes, his gimmicks were awful, but there was something about Billy Gunn that the boys behind the curtain thought was worth the long term investment. They tried. Lord knows they tried. They gave Gunn the title of King of the Ring back in 1999, they had him feud with The Rock, and they even dropped the Intercontinental Championship on him in November 2000 by defeating Eddie Guerrero. Yet just like his tag partner Road Dogg, Bully Gunn would also have a two week title reign before losing the gold to Chris Benoit at Armageddon that year. Eventually Billy€™s stock started to plummet, Billy and Chuck became a thing, and Gunn had various feuds before finally being released in November 2004.
