Cesaro is ranking at only number four on the list because his character transformation isn't urgent. He's currently going well alongside Tyson Kidd as one half of the tag team champions, and at the moment he's getting the chance to show what he can do in the ring on a regular basis. He's always been afforded that opportunity - whether in a pair or as a singles competitor - but the Swiss Superman's downfall so far (in Vince's eyes, anyway) is his inability to connect with the audience. He'll say that, yet Vince is the first to give the OK to edit out Cesaro's huge pop on an episode of Raw when it comes his way. When Cesaro and Kidd run their course as a team - which likely won't be for a while yet - Cesaro is going to be in the same predicament as he was before. He needs repackaging in the singles game. Since it's not particularly up to scratch, get him down the Performance Centre to perfect his promo ability, it's going to reap rewards in the long run. Cesaro is freakishly strong, can have a great match with anybody and has a great physique. Now it's just time to find the final piece of the jigsaw.
