7. Jack Swagger
Major WWE Title: 1-Time World Champion (2010) When Jack Swagger won the Money in the Bank contract at WrestleMania XXVI it was a big surprise. When he cashed in the briefcase on Chris Jericho on Smackdown two days later, it was an even bigger surprise. If you had only starting watching WWE in the last four years you would be stunned to know that Swagger is a former World Heavyweight Champion. He's rarely booked strong and has put over so many wrestlers in the last few years that he's basically in the role of a jobber, like those smaller guys that were prominent in WWE in the 1980s and 1990s. While Swagger is 33-years-old and probably has another five good years in WWE if they want him, it's unlikely that he's ever going to be a main event performer. He could be a serviceable tag team wrestler if they find a partner for him, or perhaps he could get a midcard push. Anything more than that seems unlikely, at this point. Swagger's a good wrestler, but is he really Hall of Fame worthy? Probably not. Then again, there are some people in the HOF that weren't that successful either, so maybe one day he'll get in there. But I wouldn't hold your breath.
