Ricky Steamboat is widely regarded as one of the greatest in ring technicians in the history of professional wrestling. Following his in ring retirement in 1994, Steamboat spent nearly nine years away from the sport.

In 2003 Ring of Honor came calling, asking Steamboat to be a referee for the highly anticipated rematch between CM Punk and AJ Styles for the Pure Wrestling Championship to which the former Intercontinental Champion accepted. After losing the match, Punk would blame The Dragon for his loss and would attack Steamboat, recreating the attack by Randy Savage on Steamboat leading to WrestleMania 3. Following a lengthy absence, Ricky Steamboat would return to Ring of Honor, and instead of seeking revenge on Punk, would actually look to mentor the future WWE Champion.

During this time, The Dragon would also cross paths with Mick Foley, feuding over their polar opposite wrestling styles and which was superior. While a match was always rumored between the two, they settled for being on opposing ends of teams they were the managers of.
