WWE have a twenty man writing team that is responsible for scripting Raw and Smackdown. Do they do a good job? That's debatable. There's no denying that the shows are successful, but they're also critically and commercially weaker than they used to be. And guess what, back in the day, the writing team was essentially a few wrestling guys. Vince McMahon and Pat Patterson would chill by Vince's pool and write the scripts in the early and mid 90's. Even when Vince Russo got on board in the latter 90's, he was at least a wrestling fan. The team who sculpted the Attitude Era were small, and they knew WWE inside out. The best ideas came from McMahon, Russo and even Shawn Michaels. Yes, the wrestlers had huge input. Austin, Triple H, Mick Foley... they all informally contributed to creative. Nowadays the WWE has an obsession with hiring based on qualifications and entertainment industry experience. If you went to a top school or had some work on a hollywood sitcom, you're in. But are you really well placed to write a wrestling show? A six man team, with at least half being wrestling guys, is a much more constructive idea. Too many cooks are definitely spoiling the WWE broth. It's just a pure waste of money to be hiring so many people to do the same job.
