11. Jack Swagger
As it turns out, being a Real American probably isn't a great career move. Despite being somewhat overshadowed as part of that tag team, Jack Swagger was always an entertaining presence there, and the decision to pit him against Rusev turned the former World Heavyweight Champion into a firm fan-favourite with both him and the "We The People!" chant getting over in a major way as he targeted the Bulgarian Brute. While it could be argued that Swagger should have been the one to come out of that feud the victor, WWE Creative still made him look surprisingly strong as he valiantly passed out to the Accolade rather than tap. However, just as it looked like the company had the top Superstar they had clearly wanted when the then rather bland Swagger made his WWE debut, he vanished from television and only seemed to show up in order to job to Rusev. For some reason, the guy who had pushed Rusev to his limits was now being beaten by him every other week as the United States Champion looked set to clash with, sigh, John Cena. Why Swagger was abandoned like this is hard to say, but it's a baffling decision, especially when he's someone you can easily imagine tearing up the midcard. For a split second at Hell in a Cell, I honestly expected Zeb Colter to introduce a newly motivated Jack Swagger, but the closest he's going to get to Raw for the time being appears to be on Superstars or as a face in the background whenever the roster assembles.
