I swear, we should make a drinking game for stuff that frequently shows up on WhatCulture lists. So, since we're talking about Montreal, go ahead and finish what you're drinking. Rather than go through another tedious explanation of how this incident occurred, let's analyze all the options WWE had instead of doing what they did.
Here's what we knew: Bret was WWE Champion, and did not want to lose the title to Shawn Michaels, nor lose it in Canada. Bret was willing to stick around until the December 7th PPV and put someone over there, be it Ken Shamrock, or the Undertaker, or whoever, before going to WCW. If WWE had respected Bret's wishes and just gone with a DQ finish at Survivor Series, they could have done a 4-way (an idea that bandied about) at the December 7th PPV, and have anyone pin anyone to win the title, including Shawn.
However, that just wasn't an option for WWE. Whether it was fear that Bret would show up on Nitro with the belt, or Triple H and Shawn Michaels in Vince's ear, the boss was convinced Bret needed to lose the title in Montreal.
It was a messy, messy, messy way of achieving that goal, and we know the rest of the story.
