18. Stardust
Last year placed: 17 Stardust is still down near the bottom of this list, which reflects the fact his character is stuck in a state of flux. He's a really good worker, but he's going nowhere creatively. Back when he was still Cody Rhodes (in 2013) he ranked No.10 on this list. In terms of in-ring ability, he can do anything. He's very athletic and has produced some fine performances in 2015. But there's only so far you can go with such a silly gimmick. That said, he did get a sort of mini push, during his feud with Stephen Amell this summer, but even that was more about showcasing the Arrow actor than it was about elevating Dusty's son. Highlight of the year: Working SummerSlam against Stephen Amell.
