Put him in any match on television that goes over five minutes, and WWE know that it will be good quality. He's just a really good in-ring worker, possessing both athleticism and a good grasp of psycology. His consistent quality is enough to give him a decent position in this ranking, but he must surely continue to be frustrated by the lack of an actual, sustained push.
