2. Owen Hart
Intercontinental champion. European champion. Tag Team champion alongside both Davey Boy Smith and the mighty Yokozuna. King of the Ring, two-time Slammy winner, and King of Harts. Owen was arguably the best overall entertainer in the entire Hart dynasty, and his tragic demise has only made his existing legacy shine brighter.
Why He's Not In: His wife. Martha Hart understandably blames WWE for her husband's death, and is staunchly opposed to any attempt by the company to profit in any way from Owen's image, likeness, or legacy. Some fans got hopeful when WWE managed to release an Owen Hart compilation DVD a few years ago, but it turned out that project made it to completion without the support of (and against the wishes) of Martha Hart.
