1. The Rock
Consider this: The Rock, who has earned a place on WWE's Mt. Rushmore by any metric, is a 12-time World champion and THE MOST FAMOUS AND BELOVED LIVING HUMAN, is not a member of the Hall of Fame. Koko B. Ware is. I'm not trying to belittle Koko, and that's not even necessary; his legacy is literally dwarfed by that of the Great One. The Hall of Fame should be housed inside a giant bronze statue of The Rock that breathes fire.
Why He's Not In: The Rock is WWE's biggest trump card these days, the sort of celebrity with crossover appeal that almost no one could hope to match. They're probably waiting to induct The Rock until they can use it to their best advantage, like attempting to set a world record for live award show attendance or such and like.
