18. Jushin "Thunder" Liger
WWE loves to reference the cruiserweight boom of the 1990's, and one of its leading lights was Jushin "Thunder" Liger. Spending most of his career in New Japan Pro Wrestling, Liger became know to American audiences via his frequent visits to WCW. Who wouldn't be pumped if this Power Rangers-looking dude showed up and started powerbombing, like, Alex Wright? In 2015, Liger finally wrestled a match for WWE, a wonderful little bout with Tyler Breeze at the inaugural Takeover: Brooklyn.
Why He Isn't In: First, Liger shows little sign of slowing down. He's still active on NJPW shows well into his 50's, and WWE is normally reluctant to induct someone still competing regularly. His WWE career is also tragically short, literally limited to a single match.
