When the WWF swallowed WCW, a huge array of talent became available to Vince and his company. To a man, it was entirely plausible to imagine the superstars coming over to a new home, no matter who it was. Goldberg, Kevin Nash, Hulk Hogan, Sickboy, no matter who there was a feeling that they would eventually make it over.

Eric Bischoff was never supposed to come over. He was the architect of the rise and subsequent fall of WCW, the man who had stooped to the dirtiest lows in order to put Vince McMahon out of business. Seeing Eric Bischoff in the WWF, let alone Bischoff being embraced by Vince McMahon, was the most unthinkable image at the time.

Which made Bischoff's arrival on the July 15th 2002 episode of RAW so very shocking. He was never supposed to be there. If anything, Bischoff's arrival showed how serious a businessman Vince McMahon was, in that he was willing to embrace a man who tried to ruin his life in order to make money. A shocking moment, for sure.
