How the hell did WWE deliver a show that was so all over the place, quality-wise, last night?

Nothing on last night’s show was mediocre. Nothing. These segments, matches, and promos were either great-to-excellent or bad-to-horrendous. There was absolutely nothing in between. For three hours, WWE indulged in its best and worst tendencies in a way that shouldn’t be possible, crafting one of the messiest episodes of Raw in a long, long time in the process.

The Paul Heyman era has, for the most part, been a marked improvement on what came before. Last night highlighted the duality of the former ECW head honcho's booking.

Rino Gattuso said it best.
