To be honest, given how he was pushed heavily in 2000, it is a little surprising that Steiner wasn't making a million dollars. He was Champion and heavily featured in marketing. You would have thought WCW would have paid him in the same way they paid their other main players. But the thing was, by 2000, WCW was up against it. Money was tightening and the ship was sinking. Steiner still made really good money, close to a million, but by WCW standards that wasn't much for a guy in that spot!
