Being brutally honest, a straight up singles like Triple H vs. The Rock would’ve been a much stronger headliner. The WWF pushed that onto two of the next three pay-per-views anyway, and it got results. In contrast, the WrestleMania blowoff was weak by comparison. That "McMahon In Every Corner" gimmick just didn't work.

Big Show being sandwiched in between Rock and Hunter sort of made sense due to the Rumble's finish, but Mick Foley? He'd retired at No Way Out, so it was baffling that Linda McMahon (of all people) talked him back into the ring for this.
