Previously, the WWF had done a neat job of making pay-per-views feel larger than regular TV shows like Raw. That wasn’t the case by late-1998 and into 1999. By that point in the timeline, it became noticeable just how many promos, including many in-ring, made it onto these things.

A general TV vibe made supershows more akin to the weekly flagship than ever.

Above, you can see The Rock strolling to the ring to chat about his upcoming Intercontinental Title bout vs. old stablemate Faarooq that same night at Over The Edge '98. Fans hadn't been accustomed to seeing that sort of fare on PPV until 'Attitude' kicked in properly.
