http://youtu.be/UKSu3Sr0cOU To be considered the best talker ever, you have to be able to cut promos effectively as both a face and a heel. The Rock was always able to do that. When he started doing The Rock character, the hook was that he would always talk in the first person. He would never say "I" or "me" when he spoke. This was around 1997 during his original heel run. The idea was it would upset the fans that he would talk this way. That was a year of growth for him. By 1998 he was still doing the heel act, but the fans were starting to like him. He had that brief babyface run post SummerSlam 1998 leading up to the heel turn at Survivor Series 1998 when he joined the Corporation to become the WWE Champion. By the time we got to 1999, it was obvious he was ready for a face turn. After putting over Steve Austin for the WWE Title, he turned face after Backlash 1999. That was when he really started to interact with the fans, be even funnier and his popularity grew from there. He was locked in as a babyface for the next few years. His return in 2003 as a heel was phenomenal because he was such a big star by that point that it made sense to keep him as a face, but he was so entertaining in that heel role. It may have been the most fun time of his career. Too bad it only lasted about four months until he left again. Moments like backstage skits with the likes of The Hurricane and Christian, plus singing along on his guitar in the middle of the ring are classics. They were silly, but he made them work. He'll mostly be a remembered as a babyface although his heel work was really outstanding too.
