2. His Promo Skills Are Excellent
In order for somebody to be the on screen authority figure, they need to be an excellent talker. Since the main role of the authority figure is to deliver promos that either make the fans happy or upset, it's imperative that they can handle any crowd reaction. Another factor is that Bischoff is a lifelong wrestling fan that loved the business going back to his AWA days when he learned under the legendary Verne Gagne. He always wanted to be in wrestling and he exceeded his dreams by running a company. Why do you think Mike Adamle sucked so much? He wasn't a fan of the business and also wasn't as good of a talker as WWE thought. He was the host of the American Gladiators for many years and he was fine in that role, but it was a lot of scripted stuff that was repetitive. Bischoff is actually underrated as a talker: people will think about other non-wrestlers like Vince McMahon, Paul Heyman and Bobby Heenan as better promo men, but it could be argued that Bischoff is very close to being at that level as well.
