Rey Mysterio, Eddie Guerrero, Chris Jericho, Disco Inferno... wait scratch that last one. I think you'll get my point about the treasure trove of midcard talent WCW had at their disposal.

If they had utilised some of these guys in the right situations, then we know through watching WWE in the following years that they had superstars waiting in the wings. If they had managed to get around the massive egos of the top guys, there were ready made marketable superstars already on their books.

Unfortunately the established veterans couldn't be persuaded, and the story of 'Macho Man' Randy Savage wanting to squash Chris Jericho in under a minute tells you all you need to know about what they were up against. An over reliance on the older talent meant a glass ceiling for development.
