Only Mr. Kennedy, John Cena, and Damien Sandow, out of sixteen winners, failed to successfully cash in their briefcases for a championship win. Kennedy was a certain winner until he sustained an injury, and Edge ended up winning a belt in his stead. That's only two out of sixteen unsuccessful cash-ins. Now that there's only one briefcase per year, it becomes less likely that it's going to go to waste.

Whoever wins on June 19, you can almost guarantee that he's going to be WWE Champion at some point in the next year. For fans that find WWE to be way too predictable, reinforcing that the briefcase-holder is virtually guaranteed to get the belt sooner or later (especially a case-holder they don't care for) can be deflating.
