As things stand, Mr. McMahon has no idea which specific cities will host teams in the new XFL, but he did offer an insight into what he's looking for.

There isn't a set criteria, but generally speaking, Vince will lean towards cities that have an established football franchise, so that the XFL can utilise stadiums, training grounds, and other infrastructure that may already be in place. This isn't a necessity, though, with McMahon claiming that they'll go "wherever the fans want."

Vince was specifically asked about San Diego and Pittsburgh, but had "no idea" whether or not either will be feasible. Planning is still at a very early stage, and while "every city is on [the XFL's] radar," it's far too soon to start talking about exact locations.

One thing we do know is that teams from the original XFL probably won't be making a returning, meaning no San Francisco Demons, Memphis Maniax, or Los Angeles Xtreme, who won the original season. Vince did, however, claim to be "all ears" if there's a strong clamour for one of the old sides to return, though he'd prefer to keep it "all new."
