3. Kurt Angle

During Kurt Angle's early years in WWE he wasn't just an Olympic gold medal winner. He played a cocky heel who believed he was better than everybody, but also a nice guy who wanted to help everybody become as great as him. He would always harp on about his three Is (Intensity, Integrity and Intelligence) and how everybody should aim to be like him. Kind of like Bo Dallas. Only Kurt got over. Maybe fans appreciated Kurts spectacular in-ring abilities. Maybe it was because WWE were actually committed to his push, unlike Bo. But fans responded to Angles character and by the time he won his first WWF Championship, he was one of the most over wrestlers in the world. Years later Angle would show a more vicious side to his heel character and threaten to snap peoples ankles, but before all that, his original heel character didn't pose any kind of danger to his opponents. Just long speeches about training and dedication. Hardly a cool heel.
